VA's new Republican Governor gives out $250 rebates

I don't understand this, but pretty much anyone that paid over $250 in taxes in FY2021 is getting a $250 tax rebate from the state. if one filed electronically, it is direct deposited to your account. Those married, filing jointly get $500. My account was credited $500 Wednesday.
While it is always nice to get a $500 gift, one wonders if this makes fiscal sense.
